The information published by the "Novoe Vremya," as reported to you in my telegram No. 56 of yesterday, is confirmed by the Assistant Minister of Foreign Affairs. M. Naratow said that he hoped that his Government would not be driven to resort to military measures, but gave me to understand that in the event of China persisting in her present attitude of procrastination, Russia would order her troops to advance across the frontier towards Kuldja.
